It’s worth noting that Ryouko’s NPC is Ritou, a sub-area on Narukami Island, Inazuma. So you need to unlock the Inazuma area to ultimately unlock the recipe. Also, Ryouko’s shop will only be accessible after completing the World Quest Chisato Card.
