After the United States, it is up to France to reflect on the new eligibility conditions for the ecological bonus for electric cars. The Government is considering giving aid only to French vehicles.
Will French and European electric vehicles only be able to obtain aid?
The United States already has
launched their plan
to exclude aid for electric vehicles manufactured outside their country. The French Government is considering doing the same for electric cars in France. Why not the bonus only for French or European electric cars? However, there is a catch.
Bruno Le Maire, Minister of Economy and Finance, presented a bill to redefine the conditions of accessibility to the ecological bonus in France. In the preamble, he describes the American project as follows:
It has not escaped your notice that the Americans now reserve their purchase aid only for vehicles built on the territory of the country. Well I want to open this reflection. Shouldn’t we reserve our ecological bonus for cars built in France or Europe, or at least ensure that they comply with the new environmental standards?
It is not only a question of limiting electric vehicles manufactured outside France, because they are in the minority. Indeed, we can cite cars like the Renault Zoé or the Megane E-Tech, which are assembled within our borders. But a large majority come from European countries, or even outside Europe, like the Dacia Spring. The project would therefore be very reductive in France, hence the fact of considering all the same to extend it to Europe.
More bonuses for foreign vehicles
This reform project aims to protect and encourage the French automotive industry. This leaves foreign manufacturers, such as Tesla in particular, on the sidelines. The risk of such a reform is not to provide France with a sufficiently large number of models eligible for the ecological bonus. The result would be a drastic drop in electric vehicle sales.
Restricting this ecological bonus also penalizes French manufacturers who produce their electric vehicles abroad. The goal is to motivate them to return to the territorybut the current period is complicated for the automobile.
The idea is therefore very good, because it makes it possible to relocate the factories to France. The problem is that it is also a whole industry that needs to be rebuilt in France. We find in particular the batteries and the electric motors which are often manufactured in Asia.
It’s a bit like the snake biting its own tail. On the one hand, this reform would encourage manufacturers to return to France, but on the other, the French market is not yet large enough to offer sufficient supply.
Result with the objective of increasing the number of electric cars on our roads, it could have the opposite effect. For the moment it is only a project and nothing is done yet. We will have to wait for the next few months, with the start of 2023, a new reform of the ecological bonus.
